Even some of the premises have been converted to residential premises. Supreme Court makes it clear that if there are any areas where there are violations which have come to the notice of the Monitoring Committee, they may be sent directly to the Special Task Force. For the purpose of the accountability, Supreme Court wants the Special Task Force to meet once in a fortnight along with concerned officials of the various corporations and the Zonal authorities to ensure that the orders of this Court are implemented in letter and spirit.

Supreme Court directs that the Action Plan be published in leading English newspapers circulated in Delhi for three consecutive days over the next ten days and in leading Hindi newspapers circulated in Delhi in Hindi for three consecutive days over the next ten days. Supreme Court also partially modified its order dated 6th March 2018 on the amendment of the Master Plan. Objections to the proposed amendments to the Master Plan for Delhi will be considered and amendments will be notified by the Central Government only after giving a notice period of 15 days for submitting objections. The final decision of the Central Government would be taken keeping the interest of the people of Delhi and future generations in mind as well as the statutory requirements. In the meanwhile the Special Task Force to deal with unauthorised constructions and the Monitoring Committee will continue with its duties and responsibilities.

NGT Eastern Bench directs the Chief Secretary, A&N Administration, the Principal Secretary, Environment and Forest, A&N Islands and the Chairman and the Member Secretary, A&N Pollution Control Committee to comply with the following:- (i) The Pollution Control Committee to submit report on further action taken consequential to the notices of closure and the reported non-compliance of the closure orders; (ii) The Chief Secretary, A&N Administration and the Principal Secretary, Environment and Forest to submit a report on the discharge of effluent, waste water and municipal solid waste in the coastal areas. They shall also file a report on the mitigation measures taken for the protection of marine ecology which would include the coral reefs and other vulnerable marine flora and fauna.

Amicus curiae brings to the notice of the Apex Court the Order passed by Supreme Court on 27/08/2007 informing that construction is being carried out in unauthorized colonies. Court notes that this is possible as building and other bye-laws do not apply to these unauthorized colonies. Supreme Court directs that there should not be any further construction in unauthorized colonies including on public land beyond the existing building and other bye-laws. Consequently, all building and construction activity in the unauthorized colonies including on public land is stopped with immediate effect beyond the existing building and other bye-laws applicable to authorized colonies. The concerned authorities will ensure compliance. A Task Force will be constituted to ensure that the orders of the Supreme Court and applicable bye-laws are implemented and encroachments as well as unauthorized constructions are removed.
